What do the non mask wearers think today when they see someone wearing a mask

I just avoid mask wearers now because I like to read lips and see all facial gestures and cues.

There are so many reasons a person could be wearing a mask.
It helps with allergies (and not just on high-pollen days)
They have allergy symptoms and are sneezing or coughing and don't want others to worry
They have cold symptoms and don't want to spread them
They have COVID
They are/live with/care for a medically vulnerable person (immunocompromised, very elderly, newborn, etc.)
They have a job where they are exposed to many people's germs all day (retail, rideshare driver, medical professional)
They are anxious

How can I possibly know? Why would I possibly care?

Funny you ask because today I noticed a couple walking around with their masks pulled down below their mouth. I don’t get it. What’s the point? It’s not mandated and it’s almost like a chin accessory because you’re not wearing it properly.

For those who properly wear a mask, I notice them, but don’t judge (too much).

If it's the day after a code red air quality day, I think they did not realize the air quality wasn't terrible anymore. Saw a LOT of outdoor masks for a few days in June in July after once quality returned to yellow and even green levels after the code red days.

Otherwise, it depends on the context. I don't think a lot about strangers wearing masks in public because there are a whole host of reasons they could be wearing them. When I see someone wearing a masks at a work function it strikes me as strange, because I hardle ever see masks in my office environment anymore.

I'm reminded that the Canadian Wildfire smoke has flared up again. Yesterday I saw someone taking their mask off as they entered a store, and remembered it was Code Yellow or Orange that day.

I assume they have Covid, are seriously immune compromised (like on chemo), have anxiety, or are trying to virtue signal.

And if they’re wearing badly fitted cloth masks in 2023, I assume they’re not very smart.
