That's what they told my neighbor's friend too, but eventually, they wore them down and were admitted.
How? There are hundreds of kids that don’t get admitted for ninth grade. Are you just suggesting that by calling and pestering you can get admitted for 10th? I suggest you post this on the MCPS board and see his they laugh you out of the place. It’s not even practical as there is no way to just pick up the rest of the cohort in 10th and catch up with where they are.
My neighbor who is a college professor had a colleague move to the area the summer before 11th grade. They were told it wasn't possible but he said they were able to make it happen with persistence. Their home school may also have been Blair.

Yes, this is possible. But it is not really with persistence or convincing the school. If you take Calc BC freshman or sophomore year, the world opens and you may take any magnet math class. If you take enough and do well, you may participate in the research project and I believe be considered to be "in the magnet".
This was also over a decade ago so things may be different today.
