I was taught in history class in school that Nazis believed in a master aryan race, and that it was a sort of made up race judged by hair color and eye color. Thus, they certainly constituted "white supremacists."

And they killed 6m Jewish people in concentration camps, by far the majority of victims.

My guess is Whoopi was viewing the history through a lens of what SHE considers to be "white" people today. But she should have considered the history better and not made the comment. It was very inappropriate to me as it seemed to downplay the horror of the holocaust.

I think her race comment was through a 2022 American view of race, not a 1930s German view of race.
