I would personally prefer someone more moderate than Kate Stewart, but she’s running against Amy Kinsburg who has been receiving a paycheck to lead a plastic front group for developers. She’s completely untrustworthy. Meanwhile at least Ginsburg showed some guts to buck the TKPK mob on Takoma Junction, which I give her some credit for. But not a lot of great options for that seat, unfortunately. As for Koroma, he seems like a great guy and is exactly the kid of leader that we need. Particularly considering that he’s running against Jeremiah Pope who looks like the physical incarnation of an indictment waiting to happen. |

I am Laurie-Anne Sayles (Laurie-Anne is my first name, my middle name begins with a P), a former Gaithersburg City Councilmember, now a candidate for Montgomery County Council At-Large. During my first term serving Gaithersburg residents, I am so proud of my work while being recognized as the Environmental Champion of the Year in 2017, M.D. Daily Record Top 100 Women List in 2018, and National League of Cities Legislator of the Year and Council President in 2020. So why did I decide to run for a countywide office vs. re-election? Let me share a bit about the timing of my decision. The City of Gaithersburg has seen its share of challenges, including two government shutdowns, the pandemic effects on the most diverse city in the country (according to Wallethub), and a racial reckoning...while most local governments folded under pressure, we banded together to support our small businesses through grants that helped them make payroll and pay for other expenses so they could continue serving our residents and visitors. We also created after-school programs for students struggling with remote learning. We provided meals and rental assistance resources for our seniors and other safety-net services for those in need while growing the biotech corridor and maintaining a zero debt budget without raising taxes. We also passed progressive policies to modernize our police department, created a master plan for the Lakeforest mall property, and spearheaded the Racial Equity Legislation and subsequent action plan. This wasn't the same narrative or level of progress at the county level. The county has a bad reputation in the region regarding how we support, retain, and grow our economy. Our schools and students are struggling and overcrowded, we have an affordable housing shortage, and we have a climate crisis on our hands. All, while we're in the midst of a public health crisis and not one of our Councilmembers has public health or healthcare-related experience like myself. We also have ZERO women serving at large and ZERO representation from the upcounty. I'm also the only candidate who has developed a five-point policy platform/plan to position our county's economy for future success. I am so proud to have former County Executive Leggett and Takoma Park Mayor, Kate Stewart, endorse my S.M.A.R.T. agenda for our county. I was encouraged to run with so much uncertainty and institutional knowledge lost because of term limits and candidates seeking higher office. Just perusing this thread and I see these sorts of posts a lot. How does this person know who they are talking to? Wouldn’t make sense that it’s Jeff posting anonymously. However, there is always a Moderator account logged on? Do you Moderate for Jeff and watch IPs and then troll anonymously? Or are you just pretending to know who you are talking to? The Can't Wait for 8 are not all evidence-based best practices. However, some of this is disingenuous since Gaithersburg police recruits attend the County academy, and learn exactly the same curriculum. *The County has long prohibited choke holds. They haven't been trained on those since 2002. *The County has been taught de-escalation techniques as part of use of force for decades. Chief Jones also implemented ICAT training. The County exceeds State requirement in almost every training area. *Warn before shooting. I see that Gaithersburg policy allows an officer to use best judgment if there is not time to warn or use alternatives. *Requires police to exhaust all alternatives before shooting. I see that Gaithersburg policy allows an officer to use best judgment if there is not time to warn or use alternatives. *Duty to intervene. Chief Jones implemented this as soon as he became Chief. *Prohibition from shooting at vehicles. MCPD can't shoot at fleeing vehicles. *Use of Force Continuum. This has been outdated for at least 2 decades. Necessary and proportional are the standards used in the County academy, which trains all police in the County. Use of Force continuum does not comply with current federal case law on lawful use of force, and teaching a continuum actually led to increased uses of unnecessary force. Gaithersburg's website reflects the use of necessary and proportional. *Requires comprehensive reporting. What data elements does this entail? And is it more than what the state requires? *Gaithersburg City police don't wear BWCs if they are undercover. The policy says police who are in uniform or who have a prominently displayed badge or other indication that they are police. Otherwise, use of a BWC does not comply with the State wiretap act. Another question: The county has given away a lot of manager rights in the FOP collective bargaining agreement. It's not just Elrich. It's been going on since at least Duncan. How will you work with a police department where the FOP has disproportionately more power regarding performance and discipline? Both erode accountability. Their contract controls the disciplinary scheme until July 1, 2023. |
