The mayor is very concerned about crime and wants to take a much harder stance on detaining, arresting and prosecuting. its the council that controls the crime bill (public embarrasement), council makes the final budget decisions-like funding more police officers etc... this is all on the ocuncil

Have you ever looked at Frumin's Twitter feed? He's spent more time doing photo-ops with workers at trendy Ward 2 restaurants than he's spent talking about the rising crime in Ward 3. Everyone I know who has e-mailed him about the issue has been ignored.

Plummeting prosecution rates by USAO were documented by Bowser admin in reports to the Council in 2017. Why were no alarms raised, hearings held, etc? This is obv well before covid, BLM, J6 and other things cited in this thread. USAOs change with administrations, the rate declined during Obama, Trump and Biden. Clearly there is an issue re: career prosecutors, not just Graves, although also a lack of oversight or push back from the top.

Graves has a pilot project in Chinatown, in the wake of his being summoned to the Hill and teams threatening to leave Cap One for VA. Strikingly, once he removed all prosecutorial discretion, the paper rate increased by almost 50% with NO CHANGES IN THE FACTORS HE HAS BLAMED FOR THE 67% no paper rate - same MPD, lab issues, budget, etc and suddenly they can bring LOTS of cases. WTAF is really going on? Why were Bowser, the Council, Graves and his predecessor all silent re: this issue? 67% of arrests not prosecuted is a BIG part of how we got here.
