Yep, up to 20,000 early in-person ballots still need to be scanned due to a technical glitch. Not enough to make up the difference.

In the Presidential 11,000 ballots arrived by Friday after Election Day. Even if you double or triple that number (which would be a shockingly high turnout number for an off cycle/non-Presidential election it would be enough to close the gap.
