If you read the report, it says Ukrainian SBU has been aggressively hunting down anyone who steals, misappropriates, sells or otherwise misuses any of the weapons and in multiple cases the people trying to steal the weapons have turned out to be Russians.

To me, this report is not particularly concerning or eyebrow raising as it's kind of expected that Russian agents or other organized crime elements would try to pull these kinds of ops the Ukrainian government is aggressively trying to maintain control of weapons and is doing due dilligence in trying to stop these kinds of things, recover stolen weapons, and punish those who stole them.

And to be frank, the US black market underground gun trade is probably even bigger than Ukraine's.

Yep, Russia - That's where most of them come from. Any time there's a terrorist group or civil unrest the first thing noticeable is their weapons - AK-47s and Russian RPG-7s
