If the goal is equality they should say that (not that this achieves equality but it doesn't even pretend to aim for equity)

I don’t understand your question. Are you asking about the MSMC? Tat seems to be unclear. Taylor stating that “MS programs won’t change” doesn’t clarify if MSMC will still get to lottery into 3 different MS or if there will still be 80 out of bounds posts per grade available. And transportation is still unclear

I take his statement to mean that MS programs will stay the same as is for the time being. They would be stupid to make these large changes to HS programs and on top of that make more radical changes. But we will have to stay tuned i guess
