The SUV driver was at fault....yes. But the parents should have walked their bikes across as a group when it was safe. Plenty of blame to go around.

I agree with you, in the sense that it's a terribly-designed trail crossing that needs to be fixed so that it's safe for people to use. Given the design, though, they were using it appropriately.
