Effectively immediately means that as of COB today he no longer a US congressman and DeSantis can immediately fill his post until Florida holds a special election. It also means that the republicans will not miss that vote. Remember there is a big government funding budget coming up in December.

Yes he can try to do this through a recess appointment but the timing of that is a significant too. The debate has to be recessed for 10 days before a recess appointment. But they have Trump's entire cabinet AND the tax cuts to get through. You can't do it all at once. Plus pushing Gaetz through as a recess appointment is bound to piss off people in the caucus (especially in judiciary, simply because it deprives them of a time to shine) at a time when he needs their votes on other things.

Maybe this is four dimensional chess but also maybe he's just stupid. Or maybe he owes Gaetz for something and this is the reward even though it's unlikely to work.

They won't resign until he's actually confirmed -- right now it's already looking doubtful. If anything this indicates there may be a substantial delay before AG is in place (if they either have to delay it for a recess appointment or they have to withdraw and appoint someone else). If you are an AUSA who has issues with a Trump administration, this is potentially good news as they have ongoing cases they actually WANT to pursue right now. No one wants to abruptly resign. This offers a chance to go about business as usual for potentially longer than people at other agencies are going to get which is significant to people engaged in years-long investigations and prosecutions.

it is not clear that trump backed Scott. Scott sucks and trump doesn’t like him. Thune is “central casting”. I think Trump made a deal with him.
