When parties have their primaries, the candidates run on a platform and outline their priorities and their plans.
The Democrats didn't have a primary to install Kamala. She needs to outline her plans PRONTO since she didn't participate in a normal primary.

She’s going to outline her plans and incorporate them into the Democratic Party platform which will be voted on later this month. Also, if you listen to her speeches there are plans in them. Hope that helps!

She doesn't answer reporters because their questions are about Trump. If they ever asked her any substantive questions, she would probably be inclined to respond.

In the mean time, she has a campaign to run and has a day job as well.
