Their credentials have been accepted but they have not been sworn in. They are sworn in by the Speaker after the Speaker has been elected.

Technically all 434 are members-elect of the 118th Congress who will need to be sworn in once they have voted to select a Speaker as presiding officer.

+1 Basically today is January 6 (a normal one) but there’s no January 20 until there’s a Speaker. They can’t do anything.
