they are going to go against trump, which is why they are waiting so long. The conservatives want trump to have ultimate power but can't justify giving it to him legally so are delaying the decision that he doesnt have the power

His plan is to take as much money away from his voters as possible all the while telling them their empty dinner tables are actually full of food - take their money and pocket it or give some to his billionaire cronies who back him.
