If your fingerprints or DNA had been collected, then no, it would not be easy to assume a new identity.

All fingerprints aren't entered into some national database as soon as they're collected. Further, your prints would only be run (again) after you committed another felony. They don't run your fingerprints when you enroll at school.

Should drunk driving be one of the crimes that puts you at the top of the list for deportation? Should MoCo have cooperated with ICE on this guy back in 2015?

Yes and yes. Drunk driving should be one of those on the list. Chances are, if they are caught doing it once, it will happen again.
