What he seems to be suggesting though, is an actual practical solution---designate a space for the ATVers to ride to their hearts content and keep them off the city streets. Though I am not convinced the ATVers would use the carrot without the threat of real enforcement if they didn't.

I think different towns have sports car meet ups and things like it, but it’s kept to designated spaces. I don’t think DC has the room for it.

You can drive the sport car on the highway to the meet up because it can be licensed for the highway. That's not the case with dirtbikes and ATVs. That's why this solution is unworkable and lacks any sort of deep thinking associated with problem solving.
