Nancy Navarro’s “position” is brand new and was not in the budget. The BOE has to approve the expenditure.

So, I'm the PP who initially said that I could see this being above board, but the decision to structure this as a TPT hire rather than a vendor services contract does appear to be an attempt to avoid the normal competitive process related to hiring a vendor.

In general, a TPT employee has clearly defined tasks and a written job description. They aren't union employees, but they might do some of the same tasks if the school has identified a short term need.

A role like this one (advising the Superintendent) is unusual, and I would argue should have been put to a competitive bid. Choosing to do this as a TPT position isn't unheard of, but it's not a decision I would have advised given the level of scrutiny here.

It's also not a position in the approved budget. It fails no matter how you want to spin it.

The BOE needs to approve vendors and positions. The BOE approves how to spend $$$. Either way, the BOE has to approve this expenditure of money. That's their job.

Transparency is required by law, regardless of your opinion that it's greater than necessary.

As far as MCPS' willingness to be transparent, check the average time it takes for MCPS to conduct relatively simple MPIA requests (that should normally take only a few hours to do). Foot-dragging time-sensitive requests, charge-back for a simple request, "misunderstandings" of requests, misleading or unresponsive replies are what I'm most familiar with.

What if she had ten of these positions? The claim of McKnight being able to spend taxpayer funds with zero accountability or oversight doesn't hold water.
