Are you illiterate? Any faculty, employee or student at a public university has the right to peacefully assemble. Faculty standing with a banner in any part of the campus are protected by law.

Time, place and manner rules pertain to MODYFYING protest, not shutting it down. In fact, UCLA did not set out any such modifiers for the faculty protest.

UCLA is obligated by law to allow peaceful assembly.
