The Senate Majority Leader needs to allow a vote on the rule change. If the Majority Leader refuses to bring the issue to the flood, it will never happen. Frankly, I think Thune would resign his spot as Majority Leader before allowing a vote on a full range that nukes the filibuster (even if only for CRs/budgets). |
