she was turning right. He was at the corner of her vehicle. He could've stepped out of the way, but he was VERY ready with his gun, fired multiple shots, and then called her a bit ch.

He also testified under oath in an earlier case that he knows ICE agents should step out of the way of moving vehicles.

Perhaps he was also acting on behalf of the safety of the other agent at the drivers window whose arm was still in the woman’s car when she started to drive away.

I’m guessing that he has his arm extended with the phone and hits the fender of the Pilot with it. He released it because he thinks that it makes his look like he is in danger. If it was exonerating he’d save it for his lawyers.

This would also be reasonable and provide further justification for Ross’s actions.
