I look over everything LeDuff says with a fine tooth comb. He has a problem with accuracy.

You can keep a state as your home of record. It is not tied to home ownership.
To apply to two/three houses in quick succession and claim all as primary residence is likely not legal. Now, the question is whether or not she did this.

The Atlanta apartment property tax bill did not show her taking the homestead credit. The Ann Arbor property tax bill shows her taking the full primary residence credit. It’s been that status since she bought the home in the early 2000s.

That said, it’s very common for people who rent out their primary home to not realize that they need to proactively change the tax status with the local governing entity. Happens all the time with former primary homes.

By not being in any one subsequent state for a long enough period of time to establish bona fide residency. Like someone who travels a ton for work and lives out of hotels for more than 50% of the year.
