It IS the reason. Look into why this is happening. It's not because Elon hates funding womens shelters in Kosovo. It's because the money was sent to fund a color revolution in the US, including the prosecutions of Trump. I know you don't want that to be true. But what if it is? No! It served us well 50 years ago. Right now, it's not working. Africa is controlled by China, as is much of Latin America. How is that a success? We are failing in our soft power efforts. Be honest. We are getting weaker and have been for 20+ years.

I have friends who work(ed) at USAID. You have no idea the conditions they endure advancing the US mission by helping the poorest of the poor around the world.

If it is such a cornerstone of American national security, roll its functions up under DoD or State.
