Well, the problem is that most of the "common sense legislation supported by the Brady campaign" doesn't contain a lot of common sense or is just plain wrong.

True if the unfunded mandate relates to a Constitutionally imposed affirmative requirement. In other cases, they cannot refuse, sometimes even in a Cooley Rule state.
