Could you please point to the part of the Constitution that specifically prohibits costs and burdens associated with doing anything you listed? I can point to one that does prohibit the direct or indirect imposition of costs and burdens on voting. The 24th Amendment.

A valid U.S. Passport is the only way to prove citizenship.

Driver's licenses, SS cards and birth certificates do not prove U.S. citizenship.

This is not a poll tax. People who do not have IDs in states that require them can get a waiver on the fee to get the ID.

A passport is certainly not the only evidence to prove citizenship. Where did you get that idea?

Thisis a list of the documents the SAVE Act allows to prove citizenship in order to register to vote. Note that photocopies are NOT acceptable. Do you have your ORIGINAL birth certificate?

Acceptable Documents for Proof of Citizenship

Under the proposed SAVE Act, the following documents are recognized as proof of U.S. citizenship for voter registration:

U.S. Passport: A valid, unexpired United States passport.

Birth Certificate: An original or certified copy of a birth certificate.

Certificate of Naturalization/Citizenship: Documents issued by the Department of Homeland Security.

Consular Report of Birth Abroad: Issued by the U.S. Department of State.

Military ID + Records: A U.S. military identification card combined with a military service record that indicates the applicant's place of birth was in the United States.

Government ID with Birthplace: A valid photo ID card issued by a federal, state, or tribal government that explicitly shows the applicant's place of birth was in the United States.

REAL ID with Citizenship Indicator: A state-issued driver's license or ID that is compliant with the REAL ID Act and specifically denotes U.S. citizenship (note: only a few states currently issue such IDs).
