I mean I have a performance plan, as do most feds.
Mine's pretty objective in requirements. We sign them for the year in October. If I'm meeting my standards, I can't be fired for cause.

And if you are retirement eligible you get no severance.

At the end of the day the fork deal is better for almost everyone except for those that have many years of service and are not yet retirement eligible

2 weeks of pay for each year of service beyond 10 years.
Additional 2.5% increase for every 3 months after age 40.

You're making an assumption it is actually paid out according to terms. There are multiple red flags indicating it won't be, therefore your comparative analysis is flawed.
