MCPS Hires Nancy Navarro to Clean Up Its Messes and Fix Its Relationship Problems

Navarro is supposedly hired under a contract. Policy is that the Board is supposed to approve contracts over $25k. So we need to look for her contract to show up in a BOE meeting.

But they also never voted on the JL contract for the Beidleman investigation and if you look at the legal fees report, they paid well over $100k in August to Jackson Lewis. So they don't care.

What organization hires people without some form of an employment agreement? How would you memorialize the salary or the job duties? There are organizations that do this. They all have weak governance, which small businesses can get away with but big organizations can’t. Not having an employment agreement would be worse than not disclosing the terms of an employment agreement that actually exists.
