Offering remedial courses for underachievers is a better idea, but liberals reject that solution because many underachievers have no interest in remedial courses or in genuine learning-- that want distinction as a matter of "right" rather than merit, like participation trophies in children's sports. They do.
When PSAT scores come out the year before on Collage Board, you can look up how to calculate the index score that National Merit Scholar derives to make the decisions. When the decision for what the index for 1% and 3% is decided on for all states, it is public ally published and has the info by state.
