He was already getting out of the way by the time the shot was fired. You can see when the smoke from the gun appears, the agent has already stepped to the left and the driver was clearly steering to the right, away from the ICE agent. Wheels are pointed to the right.

In cases where officers ARE attacked, yes, I agree with you that they should defend themselves. But not here.

Where did she attack federal officers?

to the contrary everything about how the first ICE officer approaches the vehicle was contrary to Standard Operating Procedure, which is why the driver got spooked and was trying to navigate out of the situation. The second officer was blocking her in and then made no effort to step aside (though the victim was *not* under arrest).
