Are VA publics really better than Maryland's?

Nobody would be impressed by UVA at any cocktail party I have attended. Solid and respectable school, no doubt. Just want you to realize, it is a respectable public flagship but not a T20. Not sure what crowds you mingle in.

Because MD as a state is better at using tax dollars to fund college---VA barely does anything, so the money has to come from somewhere

+1,000. While education for in state students may be less expensive in MD, from a quality standpoint there is simply no comparison.

All the elites fall within T20. However, T20 also contains some duds. The point being that both U of Virginia and U of Maryland are not elite.
