Quite the contrary. It sounds like the exact opposite given that he was cleared of wrongdoing.


He wasn't cleared of inappropriate behavior. On the contrary, he was demoted for it.

That was before he was cleared. That's a pretty common way of dealing employee investigations that may go on for a while. You're removed from the position and reinstated to a similar one based on the openings that are available.

I don't about you, but I certainly wouldn't want to commute down to Bethesda every day. Nor would I want to put up with Bethesda parents.

There are teachers on this thread who have worked with Andrew who are telling you what a strong leader he is and how much he cares about kids. It says a lot about YOU that you are only running with negative comments. In my personal experience working with him as a teacher, he really encouraged excellence among staff and students, and tbh, I think that is why people don't like him and want to see him crucified. He asks people to rise to the occasion for the benefit of kids, and people complained. This is coming from someone who worked with him for several years. I have also worked for several other principals who actually ARE bullies, but their names never get mentioned.

I also have worked with Mr. Winter and he was by far one of the hardest working principals I have had and extremely supportive of students and staff. People are tearing him down and it's just not right. This is a long time dedicated educator who has done some great things in his schools. I wish he was still at Barnsley with us as who followed him has created issues for many of the staff and families. He cares greatly about students, his staff, and his community.


We are a Barnsley family with kids who attended while Winter was principal, and also under the new principal. I agree with both of these PPs completely. The school was well-run under his leadership.

As a Ritchie Park parent of a child who has an IEP and behavioral challenges, we always felt genuine support and concern from both Mr.Winter and the AP. They were a dynamic team, please stop villainizing them.

Stick to the facts, not just random opinions. And either we trust in the judicial process or we don't.

Mcps knows that the community at Wyngate and Bradley Hills would run him out so fast their heads would spin. It wouldn’t fly there and they know it. Not a coincidence he was placed at RCV and the current RCV assistant principal will go to Wyngate instead

There are very clearly some posters here with direct connections to him that are coming here to defend him and at times outright lying (e g a previous poster who claimed the child showed no signs of distress, which is inconsistent with multiple descriptions by journalists of the video)

My child attended Barnsley while Mr. Winter was the principal and had an IEP. Mr. Winter went out of his way to build a positive relationship with him and my husband and I were very grateful. He proved to be a caring and wonderful principal for the 8 years we were at the school with him for our two sons. He was acquitted and cleared to return to work in MCPS and deserves the opportunity to be the assistant principal at RCV!

Teachers regularly complain about principals, just as any employee regularly complains about their boss. Without evidence, there's no reason to give those anonymous, vague accusations any weight.
