OP, you'll find lots of differing opinions on this but a quick google search for "does mowing promote grass growth" gave me this result:
Mowing actually helps make your grass grow thicker because the tip of each blade contains hormones that suppress horizontal growth. When you cut the lawn, you remove these tips allowing the grass to spread and grow thicker near the roots. Maybe your neighbor REALLY took that to heart? |

THere's no one to report him to, OP. It's not illegal.
It would be annoying. And it's wasteful. But, those are not illegal, either. Honestly, he's probably bored and, as a result, fixated on his lawn. He may even have some dementia. "Normal" people do not mow their lawns every day. There is something going on with him, physically or mentally. |

Actually, though, in some counties/cities some of these things are restricted by noise ordinance. For example, in Fairfax county your dog is absolutely not allowed to disturb me in my house with too much noise, and neither are you allowed to blast music during the day or have a loud party. There are sound limits in residential areas and various rules that would allow you to be fined. For example, I believe the dog cannot be audible for more than 5 minutes straight in a 10 minute period. There are hard noise decibel level cutoffs on certain things too. However, unfortunately lawn mowing is not included in these regulations. I believe that any excessive repetitive sound should be included. |
Yeah because it’s awfully annoying when it’s 7 Am and my neighbor is constantly turning it on and off every 2 minutes and killing his grass from over mowing his lawn. There’s nothing wrong with being upset about that. |
