Since photo gov ID is not required the utility bill would not have been in his name. It's a name and an address of a registered voter with no visual proof like a picture id that the person voting is the same person as on the utility bill. https://www.elections.virginia.gov/media/training/Understanding-Acceptable-ID-Rules.pdf If you don't have acceptable id then you can fill out a confirmation form and birthdate and last 4 of the social security number are optional.
