Did you read the article? The Virginia code actually doesn’t cover the scenario of using a legitimate ID to vote but you’re underage or haven’t registered.  It’s not illegal.  But it won’t get you anywhere either, hence he was turned away.  [/quote]

Stupid teenager. But if he had gone in with a utility bill in a registered voters name anywhere in VA who was not going to vote [day of, early, or mail in] technically he could have voted. If a member of FCDC and underage or not a citizen he could vote for the FCDC non partisan FX school board endorsement. [/quote]

Well, he wasn’t registered to vote. So I don’t think a utility bill would work either.  He also probably doesn’t have a utility bill in his name. He is 17.[/quote]
