Most presidents would have carried out the congressional order to deliver the money as authorized. President Trump withheld the money until the Ukrainians agreed to certain conditions that were outside of US policy, but directly tied to Trump's re-election efforts as well as efforts to justify pardoning Manafort and lifting sanctions on Russia.

The money and aid was delivered but it was delayed. Did the Ukrainians ever make the statement?
