I've been TELLING you guys all through this thread that Maryland was not on the right course. I was called an idiot a few times, I think.

People in MD have been too focused on LATE indicators like hospitalization and death. And they have been overly focused on testing positivity percent.

To keep spread under control, most states and countries have settled on watching the following metrics:

1) New cases per million per day of under 20 (new cases per 100,000 per day of under 2)

2) Percent positivity of less than 2%

3) Testing widely (not sure exactly how this is measured -- on www.covidexitstrategy.org they have a target set and testing 100% of that target or better yet 150% is a good thing[)

States that are getting put on NY/NJ/CT quarantine list are doing badly on the above measures. Their new cases per million per day are more than 100 (more than 10 per 100,000) Their positivity rate is higher than 10%.

Maryland has about 120 new cases per million per day and it is rising fast. Yeah our positivity rate is 5% or so but we aren't going to be able to stay there much longer because we have more and more new cases.

Positivity is not 5 it is 4.45. Hard to take posters seriously who can’t handle basic rounding.

Yeah, that is concerning to me. I use www.covidexitstrategy.org as an easy source of data to compare states -- new cases per million per day, testing capacity etc. They have consistently listed MD's positivity is about .5% higher than MD state sources say. I will look into why that is.

Right now they list MD postivity as 5.4% actually. It is a 7 day average.

They say that MD's 7 day average for tests conducted is 14,043
They say the positivity rate was 5.4% but I"m not clear if that was a 7 day average.

When you say Mayland's positivity rate is 4.45%, is that a 3 day average? 7 day average?

Gov. said: several counties have submitted plans and others are still working toward deadline August 14th.

Superintendent said: always working towards goal of safely reopening. Local systems can submit plans until August 14th. Opening schools is a local decision. Stage 2 recovery abs schools can choose to open in the Fall.

Salmon: state requirements for reopened schools - reopening a local decision:

1. comply with CDC guidelines
2. comply with State Protocol for "outbreak"
3. Benchmarks must be met incl. equity, following MD curriculum frameworks

Yup. I thought for sure MCPS knew something we didn’t and that Hogan would mandate that all schools stay virtual for the fall. Called that one wrong.
