These investigations were launched when Trump was president and were thus political to begin with. if there had been any "there" there, it would have come out before the 2020 election to be the "dirt" Trump was looking for on Biden. That Barr couldn't find anything is the tell.

Shapely is an IRS investigator, who swore under oath his findings. Due to the privacy act he must report his findings to the Ways and Means Committee his exact basis for recommending charges, which were also approved by four prosecutors. Only a matter of time to prove the favorable treatment by main justice under Biden.
