+1 There are people that just can’t be bothered and don’t think it’s a big deal. There’s people that don’t feel like doing it. Some of those people you can convince with this. There are others that never convince but this should help with the rest. |

It’s explained in the cnn article. The lotto generates a number not a name. Then the health department contacts you if you have won and you have to agree to share your name and address with lotto people so they can pay you. If you are concerned about privacy you can just say no. |

Apparently they assign everyone a random number and draw the lottery with those numbers, so medical info is kept confidential. |
