What lack of leadership? He's stated it's OK for schools to open if they meet the state-wide metrics, and all of them do currently. Many counties, like Washington, Allegany, Garrett, Hartford, and Baltimore have either started reopening or will do so in the next few weeks.

He can't _force_ schools to reopen since schools are at the county level not state level, but he can _allow_ it.

Exactly this.
He said they can open and is allowing the CE to make the decision...that is what good leaders do.
I am willing to bet if he told all MD schools they have to open by November 1 you would be screaming he is a tyrant. Make up your freaking mind.

Id personally be thrilled.
I just dont get why he has the authority to close them but not to open them.

I don't think a lot of people realize how incredibly expensive digital learning platforms and resources and subscriptions are. Comparing that to savings from not turning on lights or a/c is laughable. And most builds have had administration in them, day care in them, etc... they aren't even saving the minuscule amounts you think they are! Money is a PROBLEM at this time..it is not flowing from the skies as a result of distance learning.

Hogan didn't. The state Superintendent Salmon did.

Yup

Good prediction. Numbers are low!! No one died today! Everything is looking up! I told you can play sports! I wish I could tell you to open schools, but I can't. Sill, I think you should open them as soon as possible. There's no reason not to open (well, except for budget, bussing, and other logistical issues).

Maybe he will announce more funding to help districts reopen?

Honest question...if school districts haven't been paying to air condition or heat schools, electricity except minimally, fuel up school busses, etc., what have they been doing with that savings?

I can answer for my county - Howard. They have paid the bus contractors because they want them to be available for in person school when that comes. They obtained chromebooks for every kid, internet access, food services, DL training, etc. There have been some savings associated with closing the buildings, but there have also been many new expenses.

Oh okay, this make sense. Thank you! (and to PP who shared about the facility upgrades)

OK, point stands with her then.

If you look at the Statewide numbers, they seem to be trending upward. In keeping with past his actions, today is a good day to push for school reopening, because the numbers are going to get worse after today. The Governor did the same thing August 27.

The Governor wants to prioritize getting students back into classrooms. He mentions the 8 districts that had not submitted any in person plan to revise their plans. As of today, all 24 jurisdictions have approved plans to reopen in some form. Also mentions sports returning.

MSDE is working hard on childcare, which is the topic on which Dr. Salmon is making an announcement. She continues to encourage local systems to bring students back for in person learning. In childcare facilities, the State has seen very few cases in childcare settings, due in part to capacity restrictions. When capacity increased from 10-15, the State did not see significant increased cases. Childcare centers can now return to previous ratios - up to 30 school aged students. Hopefully, this action will assist in limiting unregulated, unlicensed pandemic pods, where the safety of children cannot be guaranteed. Start up grants for eligible in family child care providers. We need to return to full capacity to meet the State's childcare needs. Hopes that this compliments school system efforts to bring students back into classrooms.

They are returning to ratios because of the many illegal pods that formed.

Just wait two weeks, right? It’s evergreen.

I honestly don't know what authority the State Superintendent has, particularly as it relates to school closures.

However, I'll note is certainly doesn't follow that the authority to close schools implies the authority to open them. Take, for example, the local health officer's authority to close businesse. They can order them closed, but certainly can't order them to open.

We need:

1. Air filtration upgrades.

2. 100% mask compliance (mask availability for kids coming to school without one, and immediate pickup by parent for kids who take off their masks or touch someone else's, then suspension).

3. Partitions between each students at lunchtime (in classroom or elsewhere).

Please and thank you.

It's the same reason a health officer can close a restaurant for safety reasons, but can't force them to be open. Generally, government can tell you _not_ to do something, but it's a lot less often they can _make_ you do something.

We need far more than that to safely reopen.
