| A few loud idiots want to re-open. Hogan has done a good job of acknowledging their concerns while continuing to act responsibly and listening to actual experts. I don't see any "major revolt" unless you mean a couple dozen pickup trucks with people who should be arrested for breaking Maryland law. |
But Hogan has been very clear that testing and tracing are another major part of the requirements for opening, and we're not there yet on either of those. He's admitted we still don't have the ability to use a lot of those 500,000 test kits because they're still sourcing swabs and reagents. And they're still working to hire people to do contract tracing. That's why I think June is more reasonable for Phase 1. If hospitalizations stay down, and Virginia's reopening doesn't cause spillover spikes in MD, by that point they should have the infrastructure in place to test more widely than they're doing now, beyond just hotspots like nursing homes and packing plants. If done correctly, they could still be in Phase 2 in time to get child care facilities open (with enhanced safety measures) before the end of the month. |

Why do you say that? Our numbers have not gone down significantly at all, because there are still too many people out and about, covered under the "essential" exception. And since there is no treatment and no vaccine, a month from now, nothing will have changed at all. So either you say "the heck with it" and open, with a ton of deaths, or you say "same old same old let's continue staying in place", or alternate the two (which will likely happen)... until the vaccine is distributed. Time will not make this magically go away. This is my point. |

I agree - if the health data supports re-opening, we should re-open. If not, we shouldn't. For those PPs who think that we've been social distancing long enough, do you think that we can just tell the virus "hey, we're having economic issues and we all want haircuts, so could you just...not infect us?" Viruses don't care what's politically palatable, nor do they care what unemployment numbers are, nor do they respond to protests. We need to make decisions based on the reality we live in. |

| My guess is school opening decisinos will be left to counties starting on 5/15, and MoCo will remain closed through end of school year, while places with few infections (Garrett County had 4 total) will re-open. |
