[/quote] But Hogan has been very clear that testing and tracing are another major part of the requirements for opening, and we're not there yet on either of those. He's admitted we still don't have the ability to use a lot of those 500,000 test kits because they're still sourcing swabs and reagents. And they're still working to hire people to do contract tracing. That's why I think June is more reasonable for Phase 1. If hospitalizations stay down, and Virginia's reopening doesn't cause spillover spikes in MD, by that point they should have the infrastructure in place to test more widely than they're doing now, beyond just hotspots like nursing homes and packing plants. If done correctly, they could still be in Phase 2 in time to get child care facilities open (with enhanced safety measures) before the end of the month. [/quote]
