You should definitely explain this to your nephew face to face. That you tried hosting other people's dogs, didn't like it, and have no wish to repeat it.

No explanation is ever needed. Dogs are never invited, ever, unless a host goes out-of-their-way to indicate the dog is welcome.

My 65 year old mother pouts and occasionally throws a tantrum when I tell her (just like I have every other time) that her dogs are not welcome in my house.

No one, and I mean no one brings a dog into my house EVER. My DD is so highly allergic that her face swells up and she has trouble breathing. Her eyes have even swelled shut. She takes allergy meds and shots (because there is no way to completely avoid dogs) as she can have a reaction if a dog just passes her on the sidewalk (as in she doesn't have to even touch the dog or have it lick her--if licked she actually gets hives). People will go as far as to tell me that their dog is hypoallergenic. THERE IS NO SUCH THING! (my DD is allergic to the dander and a protein found in dog saliva and urine). So I never allow dogs into the house. This is the one space she has that is dog free. So, OP, hold your ground. It's YOUR HOUSE. If you nephew is upset then he simply does not come. End of story.

Ummm no, OP doesn’t definitely need to explain anything to anyone. It’s her house. It’s already rude for someone to ask if they can bring an animal into someone else’s home, the least they can do is to accept no as an answer.
