What is “black on black” wedding?

Wow. No one tells me what to wear to a wedding unless I'm in the wedding party. Outside of general formal level (barefoot beach wedding vs white tie, that's cool).

It's better than the all-yellow Bar Mitzvah. It's rude to dictate the color palette of the guests, and black is a pretty dismal color for a spring/summer wedding. But honestly, if all you need to do is buy a black dress shirt to go with a tux you already have, then I don't see the big deal.

No one involved with this wedding is European. It's just the locale. I don't know that the bride has ever even been to Europe.
