Michigan is on the snowy side of the lake, but I believe that Madison temps are a bit lower.

I did my undergrad at UW and my grad at UMich. The temps are the same, but it’s cloudier in MI. Other parts of Wisconsin are colder, but Madison is pretty far south. I loved UW and Madison, but as the pp said, it is blindingly white.

Which is a big disadvantage of state schools in general because if you’re an OOS admit be prepared to be in classes with a bunch of very average staties.

Wouldn't it follow that UVA and UMCP have the same issue?

I went there and taught there. Harvard it is not, but the students are pretty good. The OOS kids are perhaps a bit better on average (since none of them come from small towns with few opportunities), but the cream of the student population is definitely Wisconsin born and bread.

I see Wisconsin as same level as Michigan - two steps ahead of UVA and maybe a step ahead of UMCP.

I would take Madison in winter over Ann Arbor in winter in a heartbeat, since Michigan is just perpetually grey. My husband is from there and you can go for weeks without seeing blue sky or The Sun. To me, that makes it worse.

UVA is much smaller so can be more selective with its instate applicants. UMD is still pretty low on OOS and still has a relatively high admit rate compared to UVA and Michigan (comparable to Wisconsin though?) so yes. DC is at Michigan and even with low admit rates DC says there is a noticeable difference between instate and OOS (not for everyone of course but on balance). The OOS pool is 40-50% though.

U.MD has higher incoming SATs and ACTs than Wisconsin. Just being inside the nations capital beltway makes is less perochial.
