It's not a leak.

It does seem like the WH is saying two different things. They want to keep DACA and get rid of it. If they get rid of it, though, they're going to have to do something, path to LPR/citizenship, finite deferred action, immediate removal. The WH isn't ready or able to make a real decision about this.

You must be new in town. All of the recent administrations have "signaled" intentions ahead of actually taking action - usually through meetings with favored reporters, where they speak "off the record."

It's a shoulda woulda coulda game. The reality is that there have been illegal immigrants in this country for over a century.

Our immigration laws should be fixed as well as enforced, but Trumpsters only care about the "enforce" part because the "fix" part is too hard. It's kind of like "who knew healthcare was so complicated". If it's too hard, then we'll just ignore it and blame the other side and the poor illegal immigrants. Pretty convenient.
