Rulemaking on residency fraud: Comment now!

Some utilities are paid for by landlord. I say pull DC tax records. The DOE has live records of everyone paying DC taxes. For unemployment, then you can use alternative methods

But so what- the kid leaves the school and the school doesn't get that kid's $10K for the year, or whatever. It's not punishing the school. If blatant fraud is occurring, then their should be consequences for the administration who is letting it happen.

Can't the rule specify that that pay stub or utility bill must include the address of the residence? That's what I had to provide for my driver's license renewal. So I could not use my cell phone bill but I could use my gas bill.

+1. That is one way to incentivize schools investigating fraud and not turning the other way to it.

You can't use a phone bill, correct. It does specify that.

Okay, can agree with the utility bill and even other requirements. You are not getting an address on a pay stub from a federal government worker and many private companies. I drive and have a license, but do you have any idea how many people in this city refuse or do not know how to drive, and thus do not own a DL? And with Uber and the red bicycles everywhere, yuck, that number is only growing.


They should require a DC DL or a DC ID card (issued by the DC government). Parents should be required to produce one or the other as proof of residency. In addition to the DL or ID, parents should be required to produce 2 utility bills.

My federal government agency does not provide your residence address on your pay stub. It does however show DC taxes taken out, but w/o an address how do you prove your IB status?

I don't know what planet all of you are living on, but on initial enrollment, I had to produce a birth certificate to prove my kid was mine, and every year I have to produce a utility bill or pay stub that shows DC Witholding--- so many whack jobs on this site convinced that we are being overrun by outsiders.... freaking relax already. Please don't fight to make me produce more paper work than I already do to enroll my kid.

A cable bill counts. So does a lease- along with proof of rent payments-- and a driver's license. You need to show two of those.

You only need to show one of:
tax payment
pay stub
military housing order
financial assistance paperwork
court order showing kid is a ward of DC.

The pay stub should be in the "2" category.

No. It's either/or. Either 1 pay stub OR a licence + utility bill.

So you think they should just take it on faith that the 3 year old you show up with is who you say she is and that you most likely are a DC tax payer?

Look, this is a big deal. DC offers free PK and surrounding counties do not-- that is HUGE incentive to cheat. One of the people profiled in that daily caller is a friend of mine. She (a PG county resident) said honestly that's what everyone she knows in her circle does and they don't (or didn't) consider it to be a big deal. Generations of her family lived or still live in DC and using their addresses is just very common, she told me.
