+1. There is a hearts and mind component to this. That's why OSSE wants to codify that legal AND physical presence in DC is required. The people PP described can prove legal residency but not physical residence.

OSSE is also pushing residency fraud messages via Metrobus ads.

Agree. Someone please explain what would be wrong with requiring tax records and as an alternative a bunch of other documentation + a home visit (or something like that. Pay stub is way too easy to fake.

Will these rules only apply for those who reside outside of DC? What about people who live in DC and own a property in one neighborhood and claim in-boundary status, but actually live in another neighborhood?

They are not welcome in my house. Nope. They can pull the tax records, at their expense.

They also need to crack down on custody fraud. It is far too easy to produce solid residency paperwork for a family member who does live in DC and then a note indicating that child is living with that relative (when in fact they are living with parents outside of DC).

I still don't get how you can just "use another address" without jumping through a lot of hoops (putting bills and cars registered in the other address in your name, for example).

You do jump through them, but you do it as a matter of course. You just don't think it's a big deal.

I worry about relying upon DC government to be able to accurately come up with the data. There is so much simple stuff they get wrong...

It's not that difficult really. My mother moved into my old place, and she continued to make payments on the utility bills that are still under my name. I'm not committing residency fraud but just lazy to make the switch over. I trust my mother to make the payments and the utility companies don't care as long as someone is paying.

How much correspondence do you get mailed to you? We get almost none- it's all through email and flyers sent home in folders. Everything through the mail is redundant anyhow.
