10yo embarrased by hairy legs and wants to shave. i am at a loss.

This is a grooming issue. Not a moral issue. Guide her to the proper hair removal now that she is aware and embarrassed.

Don't make this a fight. It is no different than being at the age to use deoderant or mouthwash.

She's TEN! Let her shave.

You say that she doesn't care about it, yet refuses to wear shorts and wears heavy fabric pants just to avoid her skin showing. SHE CARES!

I would teach her how to shave.

This was me, and until my mom let me shave it just got me teased. No benefit at all, some trauma. I also got teased for my unibrow. Mom would not help with that so I DIY'd it, not very well.

Kids this age are so sensitive about anything that makes them different. Please let her shave. Teach her how to do it safely.

Let her shave. This is ridiculous that you "can't let her touch a razor." It's next to impossible to do any real damage with a safety razor.

Why does body hair disgust us so?

Get her an elective razor. You won't have to worry about her cutting herself and she won't get the awful stubble from a regular razor. In any event, let her shave!

I started shaving at 10. I used an electric. One of my dad's old ones (though they make fairly inexpensive ones for women/girls).

Let her shave. What's the problem?

I would let her shave. If she is this embarrassed about it, she DOES care about it.
I can't imagine how I would feel if my mother refused to allow me to shave and I was getting teased at school and wouldn't even wear shorts.

She is old enough to responsibly use a razor.

I will join the chorus: let her shave! I did at 10...it's really no big deal. Just show her how to do it (and probably do it for her the first time).

Either let her shave or shave her legs for her. I really do not understand why this is a problem?

+1. It's hard to accept that your kid is getting older, but you just have to accept it. Leg hair is much more noticeable for girls with fair skin and dark hair, so that is why she wants to shave at age 10. Let her.

My daughter was hairy early. She was nervous to use a razor so she used Nair. Totally easy and when we felt ready we started with a razor. I did it for her a few times so she could see what it felt like and how to do it. Why is this even a question?
