Salad is not an appetizer.

I have done tortellinis with pesto sauce on toothpicks for appetizers though. Pretty inexpensive, easy and people like it. It can be served at room temp but needs to be warmer than colder.

I was also going to say bruschetta like another PP. One I love is dates stuffed with cheese of some kind (blue cheese) or maybe wrapped in bacon. Not sure how budget friendly that is because I don't buy dates often, though.

Onion tart. Roll & Bake pie crust on a cookie sheet. Top with well caramelized onions & fresh thyme. Bake 20 min-ish? Google for specifics. So so so easy & good. Just don't rush the onions or skimp on the butter.

Mushroom croustades. This isn't the exact recipe I use, but close enough: http://laurasbestrecipes.com/2009/02/mushroom-croustades/. I just use the frozen mini phyllo cups instead of making my own cups. Really really easy when using the phyllo cups, and they are always a huge hit.

Another go-to is pizza bread. Mozz and pepperoni is the best, but you could do spinach and sausage, or any typical pizza combo really. Buy a bag of refrigerated pizza dough (I use Trader Joe's), stretch into a large rectangle (about the size of a big cookie sheet), top with cheese and pepperoni, then roll up (from the long side of the rectangle to make a long roll, not short). Tuck the ends under and press to seal. Brush with egg wash and put on a greased foil lined cookie sheet. Bake at something like 350-400 until golden. Let sit for a bit, then cut into slices (diagonal are pretty). Always goes over really well.

Yes. We use sweet baby ray's BBQ and grape jelly, they always get gobbled up.

Gougeres are really easy and everyone loves them. If you are feeling really ambitious fill them with something..

Salads/soups are usually considered Starters where as apps are more like what people are describing here.

Bake roll-out flat bread, spread with cream cheese/chives, lay smoked salmon, squeeze lemon, cut into squares. A hit.
