Not true. All the midterms can do is stop Congress from passing new laws.

They can do a bit more than that. They can conduct investigations, hold hearings, subpoena witnesses, declare the witnesses in contempt when they refuse to show up, then watch Trump's DOJ decide not to prosecute them. Alright never mind I guess you're right.
