Right, which makes sense why local leaders and the community would be concerned, but the article never states that as the case. It's upon a reading of the details that you can infer the woman who robbed him at 2 am was likely a sex worker. Or, if not that, an affair or acquaintance he indulged in while at the conference with perhaps a fellow attendee? Again. Nothing is spelled out or clear. But if it's the latter scenario, and assuming he's married, then his main sin would have been engaging in adultery while traveling on a work conference.

Because I wouldn't think that someone would fall asleep with a sex worker. Aren't they on the clock or something?

It's possible he was drugged and then fell asleep. Or maybe it was an armed robbery/set up and he doesn't want to admit it.

Maybe he was passed out from drinking, but this is not publicly known. It would seem that county officials know more details, and they aren't exculpatory details, hence the county executive's declaration that he should be fired.
