What kind of person hits another person's car, and doesn't say anything? Leave a note?

That's not for you to determine.

I would also not leave a note if I saw no damage. Unfortunately some people out there would take advantage of the situation and claim damage that wasn’t there or wasn’t my fault.

How do you know there is no damage? I was rear ended in DC. WE both stopped, the guy was apologetic. My bumper looked totally fine. I took it to the shop and sure enough it had to be replaced. I saw the damage once they took the bumper off. You are not able to assess the damage in 3 seconds and determine it's nothing.

That’s unlikely to happen in a parking lot

You mean the guy who makes money replacing bumpers told you it needed replacing? You don’t say!

What kind of person?

- a person with no insurance. Duh.

Most people would ask for the repair receipt and pay it than jack over their insurance premiums for 5-10 years.

I saw an older woman hit a car in a parking lot and drive off. I shared my dash cam footage with the owner of the damaged car. I was appalled that someone older and presumably wiser would just drive off.

I did it as a teenager (small but visible dent) because I was scared of getting in trouble. Would not do that as an adult.

Maybe she had no paper or pen? I stay out of it.

The only justification for not leaving a note is if you make contact with the bumper area of a car at low speed (<5 mph) and there is no visible damage—basically a bumping while parallel parking scenario. This is what bumpers are for and is not damage IMO. The only understandable (but not justified) scenario for not leaving a note is that you are still a kid and just panic. Otherwise, you’re a complete jerk for not accepting accountability for your own mistakes and imposing the costs on someone else.

You don't understand why they left, because you would never leave. People are different.
I work with several who do the craziest things and then explain why they did what they did. It all makes sense to them only.
Their brains work differently.
I know someone who would say that since cops were not called, it wasn't a crime. Everything is black and white for them.

Op here. Saw the victim - and there is damage on her car. Sent her photos of plates.

Always do the right thing. People are watching.

I backed into another parked car when I was 19 or 20. I got out and saw no damage on either car so got back in and started driving away. The person whose car is was, ran out to stop me. We looked at both cars and couldn’t find anything so she shrugged her shoulders and I left.

Now, many many years later, I am a much better driver and parker (especially with backup cameras and proximity sensors) but I would definitely leave a note if it happened again. Although, I rarely have paper and pen with me so that could be a limiting factor.
